The OLAF Report 2025

OLAF's annual report on fraud against the EU budget — real investigation trends, case examples and recovery figures that help auditors of EU-funded projects and customs.

Our summary

The OLAF Report 2025 is the 26th annual report of the European Anti-Fraud Office. It covers 1 January to 31 December 2025 and was released on 20 April 2026. OLAF investigates fraud involving EU funds and EU revenues (such as customs duties), and serious misconduct by EU staff.

According to the report, in 2025 OLAF recommended recovering EUR 597 million, recommended preventing EUR 18.1 million from being unduly spent, opened 254 investigations, concluded 209 and issued 216 recommendations. The report describes investigations into EU funds, customs fraud such as undervaluation, smuggling and counterfeiting, and internal investigations. It also has a page for each EU Member State, a statistical annex for 2021–2025, and a section on policy, including the review of the EU’s anti-fraud architecture. For the first time, it includes recommended actions for stakeholders. The full report can be downloaded as a PDF.

How auditors use it: If your organization receives EU funding or imports into the EU, use the case examples and trends to update fraud risk assessments and red flags, for example around grant claims, procurement in EU-funded projects and customs valuation.
