Our summary
This short ADGM document (dated April 2026) summarizes the main anti-money laundering, counter-terrorist financing and counter-proliferation financing duties under the FSRA AML Rulebook. It shows which chapters apply to financial institutions, DNFBPs (such as real estate agents, accountants, company service providers and precious metals dealers), representative offices and non-profit organizations.
The obligations include governance and policies, appointing a UAE-resident MLRO and deputy, business and customer risk assessments, KYC and ongoing monitoring, targeted financial sanctions screening, suspicious transaction reporting without tipping off, registration on goAML and the EOCN system, at least six years of record keeping, and annual staff training.
How auditors use it: Use it as a compact checklist when auditing the AML and sanctions program of an ADGM entity, or a group with operations in Abu Dhabi.
